Dear Internal And External Distribution list

Announcing the latest OpenVMS Technical Journal. Yes folks V10 is now
available in both HTML and PDF. 

The OpenVMS Technical Journal is a volunteer technical journal by and
for the OpenVMS Community. This version is done with a huge amount of
help from Merle Roesler and Warren Sander not to mention our outstanding
authors.


We have six articles in this version
